Hillsborough County’s One Water Campus Program is a comprehensive drinking water, wastewater, and reclaimed water solution aimed at providing reliable, resilient, and sustainable utility services in southern Hillsborough County. The phased program was developed to keep pace with unprecedented growth in the region. The first phase, the South County Potable Water Transmission Main Project, serves as a catalyst for resolving potable water pressure and demand issues, providing system redundancy, and setting the stage for the success of the rest of the program. It’s proactive measure to ensure that the region’s water infrastructure keeps pace with its development, securing a reliable and efficient water supply for residents now and in the future.
The County opted for a progressive design-build delivery method to manage risks, enhance community engagement, and facilitate stakeholder collaboration. Initial services included surveying, SUE, environmental surveys, a route/alignment study, corrosivity evaluation and mitigation plan, hydraulic/transient modeling, pipe material selection, and community outreach. McKim & Creed partnered with Westra Construction Corp. on the fast-tracked design, permitting and construction of 10.5 miles of 42- and 48-inch water mains to have in service by the end of 2024.
The initial guaranteed maximum price was reduced by $11 million through the innovative and collaborative efforts of the team.
